Late 92/93 on the Emotioncore tip

2 main samples on it, one being the Alexander O'Neal track "Saturday Love"

"like no-one before you stay on my mind"

and a Hip-Hop sample that I can't remember :D

I assume you know most of the obvious tunes which sample it. If it uses a bit more of the vocal than you mentioned it could be the A2 track on this release:

That's the one!

Emotioncore - don't think it's real genre more something that people call tracks from late 92 til 95. Omni Trio, DJ Crystl - Meditation, Bukem, anything with some floaty synths.
